For those who think it is alcohol, they are wrong.

There is an off track horse betting place in Virginia that I've been to.  They sell wine and beer (no 'hard' liquor) but allow anyone over 18 to be on the premises and bet the horses.  An 18 year old can enter, sit at the bar, and bet $1,000 per race, just as long as they don't drink alcohol.

As for online gambling, these sites are in foreign countries, and in almost every other country in the world, you are an adult at 18 and therefore entitled to all the rights of being an adult.

America is fairly unique in making people adults at 18, but not granting them full rights for three more years.

Many argue that this stunts the process of maturing and reaching adulthood.</description>
